PNP/NBI arrested man for exploiting children online.
MALOLOS CITY, BULACAN – On March 8, 2018, joint elements of PNP WCPC and NBI AHTRAD in coordination with Malolos City Police Station, International Justice Mission (IJM), HSI, FBI, NORDIC Police and representative of Malolos LSWDO conducted Trafficking in Person operation for violation of
RA 9208 and RA 10175 through entrapment, rescue and implementation of Search Warrant at Anilao, Malolos City, Bulacan which resulted in the arrest of one Anselmo and the rescue of 5 minors: a baby and 4 minors ages 2 years old to 16 years old.
This certain man is producing child exploitative materials: child pornography, sex videos with children, live streaming of sex shows. Even before the conduct of this operation, he was already connected to a wide range of pedophiles from different countries. Clearly, this is not just a simple case of child pornography.
Beginning in October 2017, the Nordic Liaison Office referred the case to PNP WCPC due to the amount of transaction with the Philippines. While PNP WCPC was investigating the case, the Nordic Liaison Office sent another referral to NBI AHTRAD concerning the same suspect in January of 2018. It soon came to the attention of NBI AHTRAD that U.S. Homeland Security had also been engaging the same suspect online.
Due to numerous law enforcement agencies investigating the same case, IJM facilitated a de-confliction meeting between NBI and PNP, along with representation of the Nordic Liaison Office.
The local and international cooperation on display in yesterday’s operation shows the power of a global force to fight the alarming cases of Online Sexual Exploitation of Children (OSEC) in the Philippines. In the operation briefing, NBI AHTRAD Chief Janet stated, “Imagine, five different agencies from around the world are investigating. This is the first, but it is only the beginning!” This joint operation by the PNP WCPC and NBI AHTRAD is also the start of the nationwide effort to intensify the law enforcements response to end online sexual exploitation of children in the country.
The number of agencies and personnel for this single event is unprecedented. Five law enforcement departments, two Philippine law enforcement offices, DSWD, IACAT ASEC Manwong and IJM collectively moving together with a single purpose – to rescue vulnerable children, said Attorney Sam Inocencio, IJM Philippines National Director.
PNP Acting Chief, WCPC PCSUPT WILLIAM S MACAVINTA said, “The concerted efforts of PNP WCPC and NBI AHTRAD with our International Law Enforcement Agency partners was a milestone in our fight against OSEC. We are sending a strong message across the globe that we are determined to put a stop to this grievous exploitation of our children. Joining our hands means stronger force to pin down these perpetrators.”
With OSEC being a global crime, it is going to take a global effort to end it.
